MAYOR HANNEMANN DECLARES EMERGENCY FOR STORM AID

12/14/2008 HONOLULU, HI ~ Mayor Mufi Hannemann today signed an Emergency Declaration after inspecting areas damaged hardest by Thursday’s storm and speaking with affected residents.

"We are moving swiftly to ensure those who are suffering receive the help they need," Mayor Hannemann said. "This weather event is not over yet, and damage estimates are still being compiled, but we want to be sure that the proper assistance mechanisms are in motion."

Mayor Hannemann and a team of top City officials inspected damage and met with residents in Haleiwa, Waialua, Waipahu, and Waianae. Additional teams of City and State officials also fanned out across the island to conduct a Rapid Needs Assessment, which will continue tomorrow.

The Emergency Declaration provides a mechanism to grant partial property tax refunds to eligible homeowners and waive building permit fees to facilitate repairs.

The Declaration is also the first step in requesting additional disaster relief assistance from the State and Federal governments, Small Business Administration and others.

The City’s Department of Environmental Services will soon schedule additional bulky item pickups for storm debris in hard-hit areas.

Residents are asked to separate their debris into the following categories to facilitate pick-up and place items on the curb fronting your property:

Green waste
Bulky items
Hazardous waste
Demolition and construction material
The City has established a special hotline for residents to report damage and assistance needs.

The number is 768-4385. The hotline will be staffed at the following times:

Sunday from 8:00AM to 4:00PM
Monday thru Friday from 7:45AM to 4:30PM
The City is requesting that residents assist in identifying types of damage and assistance needed. To aid in the recovery process, the City is asking the public for help identifying specific needs, including:

MAYOR HANNEMANN ANNOUNCES STORM DAMAGE HOTLINE


12/12/2008 HONOLULU, HI ~ Mayor Mufi Hannemann announced that the City has established a special hotline for residents to report damage and assistance needs following yesterday's storm.

"We need to make sure that all our friends and neighbors are safe, and that our resources are focused appropriately as we recover from this unfortunate event," Mayor Hannemann said. "The public can provide valuable assistance in this important effort. I also want to express my sincere condolences to everyone affected by yesterday's storm, which struck Oahu with unprecedented speed, intensity and ferocity."

The number is 768-4385. The hotline will be staffed at the following times:


· Friday evening to 9:00PM

· Saturday and Sunday from 8:00AM to 4:00PM

· Monday thru Friday from 7:45AM to 4:30PM


The City is transitioning from response to recovery operations following what the National Weather Service described as the most significant event for this wet season, noting that most of the rainfall occurred within less than 12 hours time. The City is preparing a Mayoral disaster declaration, the first step in requesting additional disaster relief assistance from the State and Federal governments, Small Business Administration and others.

The City has initiated damage assessment operations in conjunction with State Civil Defense and the American Red Cross, and is requesting that residents assist in identifying types of damage and assistance needed. To aid in the recovery process, the City is asking the public for help identifying specific needs, including:


· Emergency Sheltering needs

· Damage to homes and businesses

· The need for debris removal

· Clogged streams or drains

· Areas of Oahu with utility outages

· Damage to roads and bridges

· Damage to public buildings

· Other types of damages


The information collected will allow the American Red Cross to identify additional families needing emergency sheltering and other assistance, and will help the City identify key infrastructure in need of repair or replacement.

"This information will be very valuable," said Mel Kaku, director of the City's Department of Emergency Management. "Besides helping identify immediate assistance needs, it will help determine whether the City is eligible for State and Federal disaster relief assistance."

The City is also arranging for special curbside pick-ups to assist residents with clearing debris from their property.

MAYOR TO INSPECT STORM DAMAGE


12/12/2008 HONOLULU, HI ~ Mayor Hannemann and other top City officials tomorrow will personally inspect areas damaged hardest by yesterday’s storm.

“It is very important that we have a clear understanding of the scope and magnitude of the damage as we transition from response to recovery operations,” Mayor Hannemann said. “We also want to reassure people affected by the storm that this situation is a top priority.”

Accompanying Mayor Hannemann for the “Windshield Damage Assessment” will be City Managing Director Wayne Hashiro and Department of Emergency Management Director Mel Kaku.

The team will depart from Honolulu Hale at 9 a.m.

The City has already initiated damage assessment operations in conjunction with State Civil Defense and the American Red Cross, and is requesting that residents assist in identifying types of damage and assistance needed.

WASTEWATER WARNING SIGNS POSTED IN KANEOHE


12/12/2008 HONOLULU, HI ~ Crews from the city’s Department of Environmental Services posted warning signs and began sampling today at both Kawa Stream and Kaneohe Bay after a wastewater overflow yesterday from the Kaneohe Pretreatment Facility.

A total of 37,500 gallons of untreated wastewater entered Kawa Stream via surface run-off, which empties into Kaneohe Bay.

Parts of Oahu received up to 14 inches of rain in a 12-hour span yesterday, surcharging collection systems from Kailua to Waianae.

The City notified the state Department of Health of the overflows. Warning signs are posted and sampling begun.

SOME PARKS FACILITIES TO REMAIN CLOSED


12/12/2008 HONOLULU, HI ~ The beach parks at Waimanalo Bay and Bellows are closed temporarily due to tree damage caused by recent heavy rains and strong winds. An announcement on reopening the beach parks will be made after the damage has been fully assessed by Department of Parks and Recreations staff. Public safety is our highest priority and closures may last through the weekend.

In addition, Foster Botanical Garden, Hoomaluhia Botanical Garden and Liliuokalani Botanical Garden will remain closed today.

Waikele River bridge closed both directions at Waipahu Street


12/11/2008 HONOLULU, HI ~ The Department of Emergency Management in conjunction with the City Departments of Transportation Services and Facility Maintenance have temporarily closed vehicular access in both directions at the Waikele River bridge on Waipahu Street.

Heavy rains earlier in the day have damaged and eroded parts of the bridge and as a precaution the area is closed for the time being until City crews can initiate a complete inspection beginning tomorrow. The bridge will be closed for an indefinite period of time.


Barricades as well as signage directing drivers to detours have been put in place.

HEAVY RAINS CAUSE TREATMENT PLANT OVERFLOWS


12/11/2008 HONOLULU, HI ~ Crews from the city's Department of Environmental Services responded this morning to two wastewater treatment plant overflows, one at the Wahiawa Wastewater Treatment Plant and one at the Sand Island Wastewater Treatment Plant.

Oahu received 14 inches of rain in a 12-hour period, causing high flows to the plants. Intermittent overflows from the Wahiawa headworks facility began at 5:23 a.m. and ceased when crews secured the site at 1:40 p.m. A total of approximately 226,000 gallons of combined fully treated and untreated wastewater went into Wahiawa Reservoir.

Approximately 10,000 gallons overflowed from a drain line at the Sand Island headworks facility, an estimated 5,000 gallons dissipated into the plant grounds and the remainder entered a storm drain that leads to Honolulu Harbor.

The City notified the state Department of Health of both overflows. The City posted warning signs and sampling is ongoing.

Shelters at these locations will be managed by the American Red Cross. Residents evacuating to these shelters are advised to bring the following items with them:


Water - One gallon of water per person per day for five to seven days, for drinking and sanitation
Food - Non-perishable food that does not require cooking to consume. Popular local foods such as Spam, corned beef and Vienna Sausages are handy.
Eating Utensils – Plates, mess kits, forks and chop sticks. Don’t forget a can opener for canned foods.
Radio - Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both
Light - Flashlight and or a portable fluorescent light and extra batteries
First Aid – Get a good kit and consider taking a certified First Aid Course.
Sanitation - Moist Towelettes, garbage bags and plastic ties for personal sanitation

Hawaiian Telcom to File Change of Venue Motion to Move Case to Hawaii


HONOLULU--(BUSINESS WIRE)--Hawaiian Telcom Communications, Inc. announced today that on Monday, December 15, 2008 it will file a motion to approve a stipulation with the State of Hawaii transferring its Chapter 11 cases from the U.S. Bankruptcy Court for the District of Delaware in Wilmington to the U.S. Bankruptcy Court for the District of Hawaii in Honolulu.

The Company initially filed its case in Delaware as Hawaiian Telcom is incorporated under Delaware law and additionally the Court is in close proximity to the Company’s advisors involved in the case which would assist in mitigating costs to the Company.

Following discussions with various constituents, Hawaiian Telcom determined that it is appropriate to move the Chapter 11 cases to the local bankruptcy court. The Company considers that the move will be a positive step in the restructuring process.

Solid Waste Management Industry Applauds Obama Energy, Environment Choices

Medal of Honor Recipient Unveils ‘Visions of Valor’ Portrait Collection at United States Naval Academy

TriWest Contributes Dramatic Photograph Collection to the Academy


ANNAPOLIS, Md.--(BUSINESS WIRE)--In December 1950, Lt. Thomas J. Hudner, Jr., and members of 32nd Fighter Squadron were flying combat missions in Korea. Hudner was wingman for the Navy’s first African-American pilot, Jesse Brown, when enemy fire struck Brown’s aircraft. He crash landed it behind enemy lines. The burning wreckage trapped Brown.

Hudner, attempting to rescue Brown, landed his plane wheels-up on rough, mountainous terrain infested with enemy troops. He struggled to pull Brown free from the wreckage and stayed with the downed pilot, despite continued danger of the enemy, cold weather and flames. For his efforts, Hudner, a Naval Academy Class of 1947 graduate, received the Medal of Honor from President Harry Truman in 1951.

SEVERE STORM CAUSES DLNR TO CLOSE PARKS, RESPOND TO
EMERGENCY CALLS

STREAMS AND LAND AREAS CONTINUE TO BE MONITORED FOR
FLOODING, ROCKSLIDES


HONOLULU – The Department of Land and Natural Resources (DLNR) staff continued
to respond to severe weather conditions on several islands due to today’s storm, and
impacts on state land and facilities.

DLNR urges the public to be cautious and avoid travel during flash flood warnings,
avoid low-lying areas, do not cross flooded roads or streams in a vehicle.

About a third of the Wai‘anae small boat harbor was closed and evacuated this morning
for public safety, due to the presence of a propane tank the size of a small pickup truck
about 100 yards southeast of the harbor. The Honolulu Fire Department responded to
the scene and DLNR’s Wai‘anae harbormaster assisted. The tank was battered against
the reef until it was punctured and then sank in about 25 feet of water. The harbor was
then reopened. Staff will check on location of the tank when weather conditions
improve.

Division of Boating and Ocean Recreation (DOBOR) staff responded to a report of a 40'
sailboat that went aground on the breakwater outside Magic Island lagoon. The vessel
is leaking diesel into the lagoon and is being pummeled by 3-5 foot waves, which may
cause the vessel to eventually break up. Because of the heavy surf conditions, it is
unsafe for ocean responders to get to the boat until weather improves. DOBOR staff
have contacted the owner who is responsible for removal of his vessel.

O‘ahu boating staff also pumped out five vessels at Wai‘anae small boat harbor to keep
them from sinking. Staff also responded to a 37' sailboat aground at Maunalua Bay,
O‘ahu. The vessel is soft aground in crushed coral, not holed, with only minor damage.
No fuel leakage was detected. DLNR is in contact with the owner who plans to pull it off
tomorrow with the high tide. DOBOR has also contacted the owner of 26' powerboat
that saunk at Ke‘ehi small boat harbor, who will attempt to raise it with help of friends.
DLNR advises the public to be on the lookout for large debris washing downstream into
coastal waters that may constitute a hazard to navigation. The Wai‘anae harbormaster
reported seeing excessive amounts of debris in the harbor, including large trees.

DOBOR’s Hale‘iwa harbormaster today reported that an F-150 truck washed down the
stream near the mouth of the river behind Surf and Sea, in the fisheries management
area. Honolulu Fire Department divers checked but did not find anyone in the truck.

Other reports were made of several vehicles that were swept out of Anahulu Valley and
down the river, along with filing cabinets, kayaks, floating piers and other items.

DLNR Boating staff on Kaua‘i reported no damages of any kind in Kauai boating
facilities nor any vessel damage. Large amounts of mud washing into nearshore waters.
Maui small boat harbors reported a significant surge but all vessels are secure and
there has been no damage to any vessel or harbor facilities.

DLNR reminds the public that even after rain has passed, ocean users should avoid
murky stream mouths and nearshore areas where sharks may be attracted.

Closures of several state parks have been implemented.


O‘AHU -- Diamond Head State Monument is closed today for public safety. Ingress to
the main gate is closed. Flooding has been reported at Malaekahana State Park, but no
other O‘ahu state parks have been closed.

MAUI -- ‘Iao Valley State Park, Haleki‘i-Pihana heiau and Makena State Park on Maui
are closed today. Additional information regarding any closures tomorrow and in future
days, will be subject to daily weather conditions and any impacts due to weather.

Due to high winds and potential rain, camping is not recommended for Wai‘anapanapa
and Polipoli State Parks on Maui although both parks are open at this time.

KAUA‘I – Camping permits were not being issued for Koke‘e State Park today.

HAWAI‘I – No problems have been reported.

DLNR’s O‘ahu land crews were in Waimanalo today to monitor streams and reported all
streams were flowing.

No other reports of flooding in stream areas under DLNR management were received.

DREDGING WORK EXPECTED TO START AT KIKIAOLA
HARBOR DECEMBER 10


KEKAHA, KAUA‘I – The Department of Land and Natural Resources (DLNR) is
notifying boaters that dredging work within the Kikiaola Small Boat Harbor will
tentatively begin on Wednesday, December 10, with the arrival of a dredge barge.

The harbor will be closed daily, Monday through Friday, beginning Dec. 10, (except for
Federal and State holidays) from 7:30 a.m. to 11:30 a.m. and 12:30 p.m. to 4:00 p.m. for
the duration of the dredging work. The project is expected to be completed by the end of
July 2009.

“We are allowing a one-hour window of opportunity for boaters to enter/exit the harbor
during the day, so the harbor facilities can be still be used while this much needed
dredging work continues,” said Laura H. Thielen, DLNR director

In addition to the daily closures, the harbor may be periodically closed one week at a
time. During such a week-long closure there will be no vessel entry or exit from the
harbor. The first week-long harbor closure will occur from 7:30 a.m., Monday,
December 15, continuously through 4:00 p.m., Friday, December 19, 2008. Any
future week-long closures will be announced in advance.

On September 6, 2007, the U.S. Army Corps of Engineers awarded a construction
contract for $18,771,500 to Kiewit Pacific Company of Kapolei, O‘ahu for the Kikiaola
Light Draft Harbor Project. The project is a cost-share between the U.S. Army Corps of
Engineers and DLNR. The project includes breakwater improvement and dredging work.

BROWN WATER ADVISORY FOR ALL ISLANDS FOLLOWING HEAVY RAINS


HONOLULU -- The Hawai`i State Department of Health (DOH) advises the public to stay out of streams and coastal waters that have turned murky or brown by storm waters. These waters and flooded areas may contain chemical pollutants or harmful micro-organisms (pathogens) from overflowing cesspools or septic tanks as well as animal feces washed into storm drains.

The DOH and affected counties will post warning signs by waters known to have been contaminated by sewage spills, but people should be careful about going into brown, murky, storm or standing water, even if no signs are present. Warning signs may not always be present, due to safety concerns for workers. Warning signs will go up when it is safe for workers to do so.

Direct contact with contaminated water may sicken or infect people, particularly if they swallow it or get it in their mouths, eyes, noses, cuts or scrapes. If people cannot avoid contact with affected waters, they should protect themselves by wearing rubber boots and gloves and other forms of protective clothing; by keeping cuts and scrapes dry and protected; by rinsing off as soon as possible; and by cleansing their skin with soap and lots of clean water.

If people become sick or infected, they should check with a healthcare provider to be evaluated for exposure to contaminated water. The public is advised to stay out of coastal waters impacted by storm water (brown water) runoff until conditions are clear.

Heavy rains continue to cause flooding conditions



December 13, 2008

LIHUE Heavy rains continue to cause flooding conditions, especially on the west side.
The Public Works Solid Waste Division reports that the Kekaha Landfill is closed until further
notice due to flooding. The Hanalei Bridge is also closed due to flooding. Major flooding is
reported in Waimea Valley. The Koloa Bypass Road is closed. Wiliwili Roads and Koloa
Roads are open and Waikomo Bridge is open. State Department of Transportation reports that
Kaumuali‘i Highway at mile marker 13 in Hanapepe has heavy runoff. A landslide has been
reported at Anini Beach Road, however, one lane of traffic is open. Major flooding has been
reported at Waimea Big Save.

The public is advised to stay off the roads if at all possible.

COUNTY RESPONDS TO A SEWAGE SPILL NEAR THE ELEELE SHOPPING CENTER


December 13, 2008

LIHUE At approximately 9:30 this morning, County personnel with the Department of
Public Works, Wastewater Management Division responded to an overflowing manhole along
Waialo Road near the Eleele Shopping Center. The cause of the sewage spill has been identified
as blockage of the sewer line in the area. The County’s sewer maintenance crew has been
dispatched to attempt to clear the blocked sewer line. The County has notified the State
Department of Health of the spill.

The actual volume of sewage spilled is unknown at this time, but is presumed to be more than
1,000 gallons. The sewage spilled to the ground surface from the manhole has run off along the
side of the road, and the extent of the spill, or whether the spill has impacted state waters has yet
to be determined.
